The Department of Health and Human Services (DHHS) is seeking to fill a short term (approx. 12 month) contractor assignment for a Curam Notices Developer to assist with design and development of components to support required notifications for North Carolina's Health Benefit Exchange (HBE) within NC Families Accessing Services through Technology (NC FAST) Program using Cúram Software.

This position will be responsible for reviewing business requirements for client notices, assessing current notice capabilities within the Cúram product, and evaluating design logic within NC FAST to access notice templates. In addition, this position will modify, design, build and test notice templates for use within NC FAST by configuring Cúram to generate notices as described in the business requirements. In addition this position will communicate with business clients and technical staff as well as produce and submit deliverables as needed; therefore, strong oral and written communication skills are required.

 

Knowledge, Skills, and Abilities Requirements:

Required:
• Experience with problem identification and integration of technical skills to resolve issues
• Ability to translate and communicate highly technical concepts to both technical personnel and non IT business users.
• Ability to develop relationships/ partnerships with customers by responding to needs, (exhibiting a sense of urgency; independently identifying and developing solutions).
• Comprehensive understanding of Case Management functionality and associated business processes of a social services organization.
• Experience in business process analysis (Use Cases and/or process flows) and mapping (Gap Analysis) techniques.
• Ability to establish and maintain effective working relationships with customers.
• Ability to organize, prioritize and follow complex and detailed technical and financial procedures.
• Graduation from a 4 year college or university with 9 semester hrs in programming. Degrees must be from appropriately accredited institutions, (Experience in the field of work related to the position's role may be substituted on a year-for-year basis).
• Minimum of (1) year of experience in business application consulting or development.
• Experience in programming and design of large scale IBM Mainframe based and web based distributed systems using DB2, COBOL, IMS, IBM DB2 Utilities, Java, Websphere, Easytrieve , Microsoft Office Suite, and TSO/ISPF
• Experience with structured system development methodologies, data transfer and interface methodologies between mainframes and mainframe to servers and distributed server environments
• Experience in form design and development using Formatting Objects Processor, Java scripting, XSLT, XML StyleVision or Oxygen XML
• Experience with Oracle or DB2

Highly preferred:
• Cúram V6 Certified Developer
• Experience with NC DHHS business IT functions

 

Other Requirements:

All work must be performed on State premises.
Some local travel may be required.
