Please submit QUALIFIED SENIOR JAVA Programmers who have some Architectural Experience. We are looking for candidates who have solid experience, who can articulate Programming Methodology and who have definitive leadership experience in prior projects. The purpose of this request is to augment the technical staff of the Information Technology Office (ITO) to design and develop a web based application for Drug Court.

The cLIENT is looking for  a Senior Programmer/Architect to work with the BA/Functional Architect to design the application and screens. They will also be responsible for coding.

Contract staff will work at the direction of ITO staff and will be required to contribute in all phases of project development.  This includes working with users, documenting system requirements, prototypes, design, develop and implement the Web application within the ITO RUP protocols and procedures.   Detailed work may include documenting business models, use case models, activity diagrams, generating coding specifications, perform coding tasks, unit test all modules and implementation of the system.

Selected staff will deliver completed system documentation and diagrams per the ITO Rational Software protocols and complete program components (Java, JSP, EJB, Servlets, Builds, etc…) as assigned.   All components must be clearly documented.  They must also create and maintain technical architectural diagrams, test plans and lead staff. Provide status reports to the project manager or lead. Complete system requirements documentation and estimates for projects and or tasks.

The initial phase of this project is to define the scope of the Drug Court Application.
